Yasuji Shimada is a former California State Senator representing the Marin district, which covers Marin County (including Drakes Bay) as well as parts of northern San Francisco. He was a member of the Technocratic Party, held dual California/Shiawase citizenship, and had deep connections with the Shiawase Corporation. He is currently serving a life sentence in Alcatraz for attempting to assassinate President Charles Ellison (Session 7: Happy New Year!).

F.A.T.E. initially began investigating Mr. Shimada in Session 4: Bite the Hand That Feeds. J.P. Redman had determined that Shimada was pushing too hard on government investigations into F.A.T.E.'s operation and needed to take him out of power. He asked his agents to set up an operation exposing or embarassing Shimada to force him out of power.

The group agreed that framing the Senator for the theft of the Shiawase mana batteries (from Session 2: Golden Gate Heist) was the best approach. They planted one of the devices in his utility garage at one of his residences. They took a photo of the device (with a dead body for good measure) and leaked it to the police. The dead body was intended to draw attention to the Senator and put him under investigation. The group hoped that Shiawase would see the photo as well and recognize their own device, thus placing the Senator in a very awkward position with the company he "represents" in the California Congress. The plan ultimately succeeded.

Shimada re-emerged at Ellison's New Year's Ball (Session 7: Happy New Year!). Shimada was taken into custody by F.A.T.E. after attempting to assassinate President Charles Ellison. Eric Black used Mind Probe on him for several hours, finding a trove of useful information regarding the Shiawase mana devices. It was revealed that Shimada was a toxic mage with an unnamed mentor who also worked at Shiawase. He was asked to monitor the progress of the mana device research for his mentor.
